The recent integration of the SISQUAL® WFM system into the country’s Local Health Units (ULS) marks a significant advance in national hospital management.
The ULS can now share resources dynamically with the now-defunct Agrupamentos de Centros de Saúde (ACES), optimizing workforce management and increasing productivity and response capacity.
This transition was not without its challenges. Integrating more than 20,000 employees and adjusting processes to ensure a smooth transition required careful coordination and continuous adjustments.
The role of SISQUAL® WFM
SISQUAL® WFM played a key role in the success of this process, providing a robust Workforce Management platform that facilitated the integration of the new teams into the newly created ULS. Pedro Cabral, COO of SISQUAL® WFM, highlights:

SISQUAL® WFM software helped plan this change, ensuring the effective integration of employees in the ULS, resulting in improved patient safety and the quality of life of employees across the country.
In addition, this whole new technological reality required integrating multiple systems and migrating data from different ones, where technical expertise and planning were key to the success of the process.
How did the process go?
The process of implementing the SISQUAL® WFM system in the ULS was divided into three distinct phases, following the SPMS guidelines.
1. Planning and Integration
Firstly, there was planning according to the guidelines of the Shared Services of the Ministry of Health (SPMS), followed by integration with the HRV information system – Human Resources and Salaries.
The HR migration plan was also defined, including risk assessment and mitigation. As well as adapting the time recording systems to the new hospital structure.
2. Automatic integration of resources
The new resources were then automatically integrated into the SISQUAL® WFM software, including reconfiguring cost centers, changing the system’s hierarchical tree, and assigning schedules.
3. Training and support in salary export
Finally, training and support in salary export is underway, which is crucial to ensuring the continued success of the project.
At this stage, the COO of SISQUAL® WFM praises everyone involved in this transition:
“So far there have been two successful months of export, which would not have been possible without the total commitment of the ULS Human Resources teams and their respective Directorates in their permanent support and availability for the development and success of this project.”
